Programs used to perform the conversion from tar.gz file to deb format.
Both .tar.gz and .deb files are compressed archives, so it should be possible to repack these between individual formats. But of course repacking content to .deb file does not mean it will suddenly work on Debian. These files have a specific structure, especially when it comes to app packages.

Files with deb extension can be mainly found as Debian distribution packages - compressed archives for Debian Linux operating system. Some archiving utilities, such as 7-zip, are also able to extract the content of DEB packages.

A deb file extension is related to the MS Debug program. A deb file contains debug script.
