tar.gz to zip conversion is merely repacking of compressed archives between two different formats, from a variant of GZIP/TAR to just ZIP.
Many tools can be used for this, although they might feature different suffix for .tar.gz files. Nonetheless, file archivers recognize compressed archives regardless of the actual file extension, so it should not be an issue.
