CorelDraw supports TIF format and you can import it to the program as an object. A special function called Corel Power Trace is available in CorelDraw, which can be used to convert bitmap graphics to vector and thus saved as CDR format.
You can access this function with the Raster ► Convert to Raster menu option when you have selected the object (imported TIF image).
Because the CDR format is not that supported in 3rd party programs, you most likely won't have luck finding other 3rd party apps capable of tif to cdr conversion.
