The 007 file extension is associated with several archivers or compression tools, which are using, or did use in the past, the 007 file extension for its multi-volume files or archives, such as Winrar (see part7.rar) or 7-Zip (see 7z.007).
The general file sequence is 001, 002, 003, etc.. and you will need all parts of the multi-volume archive to successfully extract the content.
In some cases, the 007 file extension doesn't mean the first part of the multi-volume archive, but the first part of split file. The first thing you have to do is to merge split files (001, 002, 003 etc.) in to one file (usually split archive) via split tools. Afterwards you can use a compression utility to extract data from the merge archive.
To open or extract the content of the multi-volume archive just put all the parts in same directory and extract the first part in your favourite archiver, such as WinRar or 7-Zip.
Only complete archive can be converted in to another archive or compression format. The easiest way how to convert complete multi-volume archive is to decompress the archive with the use of supported archiving or compression tool and repack the content with another compression or archive application of your choice.

The 007 file extension is generally associated with split files.
A part of larger file split using splitter software, such us HJSplit, WellTek 001 File Joiner & Splitter, SplitJoin or File Managers, such as Total Commander. Any additional split files use the 001,002,003...etc. file sequence.
You will need to merge them first with the use of the splitting/joining software tool, before you can open or work with them.
It can be also big game source data file from various computer games.
Use Total Commander, SplitJoin etc. to merge split data.
Probably cannot be converted to anything else.
