Jydivide creates numbered parts when it splits an archive or other large file. The .d03 file is one of those parts and must be kept with the other files produced by the same split operation.
The part files are intended to be joined again by Jydivide. A .d03 file does not usually contain a complete archive, so its contents cannot normally be extracted independently.
Jydivide is older Japanese software.
A .d03 file should be handled with Jydivide, rather than opened as an independent archive. Keep it in the same folder as all the other parts from the split operation.
Use Jydivide's join or reassemble function to combine the parts into the original file. The resulting file can then be opened with the software appropriate for its original format.
There is no useful direct conversion from a .d03 file, because it is only one part of a split file or archive. First use Jydivide to reassemble all the parts.
After reassembly, the resulting file can be extracted or converted according to its original file format.

MicroSim PCBoard uses D03 files to store the information needed to drill a printed circuit board. The data includes the drill-tool and position information required by a numerical-control drilling process.
MicroSim PCBoard was associated with OrCAD, and the format is part of an older PCB design and manufacturing workflow. OrCAD PCB Designer, from Cadence, runs on Microsoft Windows and provides the related PCB design environment.
D03 files are manufacturing output rather than general-purpose documents. They are therefore mainly encountered in legacy board-production projects, and newer PCB tools may require a compatible import or a regenerated drill output file.
Open or import the file in OrCAD PCB Designer on Microsoft Windows, where compatible MicroSim PCBoard drill data can be used in the PCB manufacturing workflow.
A text editor can display the file if it is stored as text, but it will not show the board or provide a useful way to edit the drilling data. A compatible PCB computer-aided manufacturing tool may also open it.
D03 files are intended as numerical-control manufacturing output and normally do not have a useful conversion to a general document format.
To change the drilling data, modify the source board design and generate new NC drill output in OrCAD PCB Designer. A compatible PCB manufacturing tool may be able to import the file and export it in another supported NC format.
