The ifo file extension is associated with DVD information data files.

The ifo files give the media player important navigational information, like where a chapter starts, where a certain audio or subtitle stream is located, etc. This is the reason why it's only possible to rip certain parts of a movie (like a chapter) with a ripper which can read this files.

Also, ifo files are not encrypted.

The ifo file is always accompanied by a vro file, which contains the actual video data. This file type can be opened by most DVD players.

The *.ifo files contain only information about chapters, location of audio or location of subtitle stream. They do not contain the actual video data.
