3ds to glb conversion is probably meant as a way of export of 3D models or animations from 3ds max to GL Transmission format. 3ds Max itself does not support this directly, but several 3rd party plugins add this functionality (Verge3D, Babylon.js, FBX2glTF).
Except for that, some 3rd party 3D modeling tools like Blender can be probably used as well, considering that the software supports GLB format for a while now.
