The only way to convert the proprietary BIP (Biped) format is to use 3ds Max, load the animation and save/export it to any format you need or want. STEP might be a little odd choice for this, but perhaps bip to step conversion is indeed doable. You can certainly use and export the data to formats like FBX though.
