Check out some options how dxf files might be converted to prj format.
Unfortunately, we do not know about any particular dxf to prj conversion at this time. But it might be possible that it is simply something like importing DXF file to some CAD software to produce some kind of project, which is often saved as .prj file.
Unfortunately, there is no detailed software record in the database for this conversion.

DXF
Files with dxf file suffix can be typically found as 2D CAD drawings saved in the Drawing Exchange Format, a common format for exchange of engineering drawings.
Files with dxf extension were associated with Micrografx Picture Publisher. Now this project is discontinued.
PRJ
Files with prj extension can generally be found as project. Used in many programs to save work in progress.
Files with prj suffix can also be found as ArcView Shapefiles in projection format. Used in GIS software ArcView from ESRI. Definition file.
