Software that can be used for conversion of dxf file type to sec format.
The only program that can create .sec sketch files is the original Pro/ENGINEER and nothing else. This is likely some old conversion used to transform DXF CAD data to Pro/ENGINEER format, but unfortunately dxf to sec conversion is only doable in the original software.
Unfortunately, there is no detailed software record in the database for this conversion.

Files with dxf extension can be typically found as 2D CAD drawings saved in the Drawing Exchange Format, a common format for exchange of engineering drawings.
