Both JPEG and JIF are variants of JPEG graphics standard, but whilst the first is supported in pretty much every graphics editor the same cannot be said about the JIF format. So jpeg to jif conversion is just a matter of re-saving the same picture with different JPEG compression.
If you need your .jpg files exported to this particular format, you might have best results with Photoshop actually, because it supports all variants of JPEG standard.
