It seems that AutoDesk Inventor is the proper software that should allow you use and process CAD/3D files from AutoDesk Design Web Format (.dwf) to AutoDesk Inventor project file (.ipj). As far as we know, this seems to be the only way how to possibly achieve dwf to ipj conversion.
