No program nowadays can produce .rnd (AutoShade) renders from DWG graphics. It seems that such dwg to rnd conversion could be once be done in old AutoCAD with AutoShade addon installed, but that's something that was used two decades ago, which makes dwf to rnd conversion most likely impossible today.

Files with rnd file extension can also be found as random seed number storage for Pretty Good Privacy security platform. Found as randseed.rnd usually.
An rnd file extension is associated with the random hash data format used by PuTTY or VMWare.
Files with rnd file extension can also possibly be found as very old 3D or 2D renders made by Autoshade tool for AutoCAD.
