dwf to fbx conversion is typically searched by users that are looking for a way to convert content from Autodessk DWF preview files back to the original, in this case FBX format.
This is unfortunately not possible. DWF files are used for export purposes exactly to prevent this and just offer a way to visualize the design as alternative to 3D PDF.
The only way to do this is to obtain the original source of the file, only that content can be exported or converted to FBX.
