DWFX format is used mainly for publishing and the only programs capable to export DWG drawings as DWFX are from Autodesk, namely AutoCAD and Inventor. Some other CAD programs that also support latest Autodesk format might also be able to publish to DWFX format, but such feature support appears to be very limited.

DWG
A dwg file extension is used for standard CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
DWFX
Files with dwfx extension are pretty much always CAD files in Autodesk Design Web Format. These are used by various Autodesk applications for distribution and communication of rich design data to anyone who needs to view, review, or print design files.
