Microsoft Visio allows import of AutoCAD DWG files, so making Visio shapes based on DWG files is certainly doable. But VST are flowcharts and these are documents with graphs and do not contain vector graphics, as such dwg to vst conversion does not make much sense.
In any case, if you have issues with Visio and AutoCAD files, it would be best to contact Microsoft support.

DWG
A dwg file extension is used for standard CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
VST
Files with vst file extension can be found as flowcharts from Microsoft Visio diagramming software.
