Files with otl extension can be also found as very old outline data files from a tool called Natara Bonsai.

What is otl file? How to open otl files?
File extension otl was also used for the default outline format in Natara Bonsai Outliner. Despite being discontinued around 2014, it had large user base and thus many people still can find .otl files with PIM data.
The OTL file contains the outline data, including items, categories, and other elements used in the Bonsai program.
It is still possible to access the original website through webarchive and even download the tool, but there is no longer a way to obtain license.
